When the West was itchin’ to go to China

October 17, 2021

The old Silk Roads played a major role in connecting the world through trade, and the new version can too

by Pepe Escobar, posted with permission and first posted at Asia Times

Forget about the incessant drumming of Cold War 2.0 against China. Forget about think-tank simpletons projecting their wishful thinking on the perpetual “end of China’s rise.”

Forget even about a few sound minds in Brussels – yes, they do exist – saying Europe does not want containment of China; it wants engagement, which means business.

Let’s time travel to nearly two millennia ago, when the Roman Empire was fascinated by the business opportunities offered by those “mysterious” lands in the East.

After the Fall of Rome and the Western half of the Empire in the 5th century, Constantinople – the second Rome – which was, in fact, Greek, turned into the maximum embodiment of the only true “Romans.”

Yet contrary to the Hellenistic Greeks following Alexander the Great, who were so enticed by Asia, Romans from the end of the Republic to the establishment of the Empire were prevented from traveling further on down the road, because they were always blocked by the Parthians: never forget the spectacular Roman defeat at Carrhae in 53 BC.

For more than four centuries, in fact, the eastern limes of the Empire were remarkably stable, ranging from the mountains of eastern Armenia to the course of the Euphrates and the Syria-Mesopotamian deserts.

So we had in fact three natural limes: mountain, river, and desert.

Rome’s overarching strategy was not to allow the Parthians – and then the Persians – to totally dominate Armenia, reach the Black Sea and go beyond the Caucasus to reach the Russo-Ukrainian plains and forward to Europe.

The Persians, meanwhile, limited themselves to strengthening the Euphrates borders, which were only broken many centuries later, by the Seljuk Turks in the late 12th century and the Mongols in the early 13th century.

This is an absolutely crucial fracture in the history of Eurasia – because this border, later perpetuated between the Ottoman and Persian empires, is still alive and kicking today, between Turkey and Iran.

It explains, for instance, the current high tension between Iran and Azerbaijan, and it will continue to be exploited non-stop by divide and rule actors.

Something extraordinary happened in the year 166: Roman merchants arrived at the court of Chinese emperor Huan-ti, the 27th emperor of the Han dynasty. We learn from the History of the Later Han that a “Roman envoy” – probably sent by none other than emperor Marcus Aurelius – was received by Huan-ti in Luoyang.

They traveled via what the Chinese in the 21st century would rename the Maritime Silk Road – from the Indian Ocean to the South China Sea all the way to northern Vietnam, then overland to Chang’an – today’s Xian.

Trade along the Silk Road was in fact conducted by an array of intermediaries: nobody traveled the whole way back to back.

Luxury industry products – silk, pearls, precious stones, pepper – from China, India, and Arabia came into contact with Roman merchants only in one of the fabled hubs of the “communication corridors” between East and West: Alexandria, Petra, or Palmyra. Then the cargo would be loaded in Eastern Mediterranean ports all the way to Rome.

Caravan trade was controlled by Nabateans, Egyptians, and Syrians. The most efficient “Roman” traders were in fact Greeks from the Eastern Mediterranean. Scholar JN Robert has shown how, since Alexander, Greek was a sort of universal language – like English today – from Rome to the Pamir mountains, from Egypt to kingdoms that were born out of the Persian Empire.

And that brings us to a literally groundbreaking character: Maes Titianus, a Greek-Macedonian trader who was living in Antioch in Roman Syria during the 1st century.

The trip was epic – and lasted more than one year. They started in Syria, crossed the Euphrates, kept going all the way to Bactria (with fabled Balkh as capital) via Khorasan, crossed the Tian Shan mountains, reached Chinese Turkestan, then traversed the Gansu corridor and the Gobi desert all the way to Chang’an.

Since the legendary Geographical Guide by Claudius Ptolemy, the Maes Titianus caravan is recognized as the only Classic Antiquity source completely describing the main Ancient Silk Road land corridor from Roman Syria to the Chinese capital.

It’s crucial to note that Bactria, in today’s northern Afghanistan, at the time was the known eastern limes of the world, according to the Romans. But Bactria was way more than that; the key trade crossroads between China, India, the Parthians and Persia, and the Roman empire.

The Pamir mountains – the “roof of the world” – and the Taklamakan desert (“you can get in but you won’t get out”, goes the Uighur saying) were for centuries the major natural barriers for the West to reach China.

So it was geology that kept China in splendid isolation relative to the Roman empire and the West. In military terms, the Romans and then the Byzantines never managed to cross this eastern border that separated them from the Persians. So they never managed to advance their conquests all the way to Central Asia and China, as Alexander famously tried.

Yet the Arabs, during the lightning-fast expansion of Islam, actually managed it. But that’s another – long – story.

The Maes Titianus caravan adventure happened no less than over a millennium before the travels of Marco Polo. Yet Polo had much more sophisticated PR – and that’s the narrative imprinted in Western history books.

To evoke it now is a reminder of the early steps of the Ancient Silk Roads, and how the interconnectedness remains imprinted in the collective unconscious of great parts of Eurasia. Peoples along the routes instinctively understand why an evolving trade corridor uniting China-Pakistan-Afghanistan-Iran-Eastern Mediterranean makes total sense.

Parachuted Prime Minister Mario “Goldman Sachs” Draghi may insist that Italy is Atlanticist, and may be constantly deriding the BRI. But sharp heirs of the Roman Empire do see that business partnerships along New Silk Road corridors make as much good sense as during the time of Maes Titianus.

Veremos.

Murder, rape, and dismemberment plague Mexico — but nearly 95 percent of crimes go unpunished

Albinson Linares, Noticias Telemundo

October 12, 2021

https://www.msn.com/en-us/news/world/violent-crimes-rise-in-mexico-94-8-go-unpunished/ar-AAPosdc

MEXICO CITY — The corpses of three people, dismembered and burned, were found in bags in Abasolo, in the state of Guanajuato, on Sept. 2. Three days later, a trans woman was murdered in the same state, and the body of a man, burned and tortured, was found hanging from a tree in Coacalco state. On Sept. 7, more than 300 migrants who had been kidnapped were rescued in Aguascalientes, and on Sept. 19, an entire family in Chihuahua was killed and an explosive package in Guanajuato was caused the deaths of two men.

The list of bloody events seems endless, but it's only a sample of the 438 acts of extreme violence that the Mexican nongovernmental organization Causa en Común registered in September, the deadliest month this year.

Researchers estimate that the rise in extreme violence has left 6,314 people injured or dead in the first seven months of 2021.

The group said in its new report on Atrocities Registered in the Media that there have been at least 800 cases of torture this year, in addition to 640 incidents of dismemberment, mutilations, and destruction of corpses, the discoveries of 502 clandestine graves, 418 massacres and 341 murders of women that were perpetrated with extreme cruelty.

“It seems very serious to us because it is not only terrible that people are murdered in Mexico, but how they are murdered,” said Luis Sánchez Díaz, a researcher at Causa en Común, which defends rights and freedoms. “This type of news is not just another figure, and it is very unfortunate that we are beginning to normalize this type of violence.”

Every month, the group counts the “atrocities” recorded in the media, defined as events in which there is “the intentional use of physical force to cause death, laceration or extreme mistreatment.”

The organization warned that it bases its numbers only on journalists' reports, so “there will be an undetermined number of atrocities that were not registered.”

Sánchez Díaz said: “We see that the country is becoming more militarized with the actions of the National Guard, [yet] there is an increase in violence. It is absurd to think that the country is becoming more peaceful when, on average, 97 people are murdered every day.”

National Defense Secretary Luis Cresencio Sandoval has said recently that the army has deployed 28,395 troops — among them 6,244 on the southern border and 7,419 on the northern border with the U.S.

“Keeping the military in the streets and not fighting corruption affects everything,” Guadalupe Correa-Cabrera, a specialist in criminal organizations at George Mason University in Fairfax, Virginia, told Noticias Telemundo. She wasn’t involved in the Causa en Común investigation.

While violence has exploded in the country as the justice system has deteriorated, suffering from “many limitations,” President Andrés Manuel López Obrador’s administration inherited the effects of former President Felipe Calderón’s war against drugs, Correa-Cabrera said.

“Atrocities such as extortion, kidnapping, torture, and murder occur throughout the country, but nothing happens. However, it is not something new, because this was seen in previous governments. It is enough to look at past figures to understand that it is an enormous challenge,” she said.

Migration and massacres

The report found that massacres (killings of three or more people) peaked in July when 67 were recorded and that the high monthly tallies continue.  The researchers warned that there is a relationship between the events and the presence of migrants in Mexico.

“It seems important to us to point out that this increase in victims is due to the fact that there is an escalation of violence not only against the country’s population but also against migrants,” Sánchez Díaz said, speaking about the proliferation of kidnappings and violent incidents against people who are passing through Mexico as they migrate north to the U.S.

The National Migration Institute has rescued 19,162 migrants who were victims of organized crime, many of them Central Americans. From Aug. 21 to Sept. 20 alone, the army rescued 63,614 migrants.

“We live in fear because it is a very corrupt area.  All the people tell you that the cartels impose the rules, the drug is the law,” said Yorje Pérez Moreno, a Venezuelan migrant who was extorted during his stay in Mexico this year.

Human Rights First, a Washington-based organization, has recorded 6,356 violent attacks against migrants who had been deported to Mexico since January — including rape, kidnapping, extortion, human trafficking, and other attacks.

A rise in femicides

The worst month so far has been May, when 62 cases involved the violent murders of women. Sánchez Díaz said it’s a worrying trend that worsens each month.

“It is often said that many of these deaths are linked to organized crime, but we see that most cases of violence against women have to do with their partners or with a circle close to them,” Sánchez Díaz said.

The highest number of femicides during López Obrador’s administration came in August, when 107 were registered, according to data from the Ministry of Security and Citizen Protection. It is also the highest number since 2015.

Femicides increased by 8 percent from January to August compared to the same period last year.

“There is a growing trend in the murders of women, but it is not well reflected, because in Mexico very few are classified as femicides,” said Patricia Olamendi, a feminist activist and human rights expert. “The majority classify them as intentional or culpable homicides. But if we add these three situations, we have an average of 20 murders of women a day.”

An ‘almost total’ impunity

In a report published last week, Hallazgos 2020 (“hallazgos” means “findings”), the think tank México Evalúa found that 94.8 percent of the cases reported in Mexico go unpunished.

“It is a criminal justice system that does not respond to the demands of citizens because it has been left in distress. There is no political leadership to correct the deficiencies and allocate the resources that are required,” said Chrístel Rosales, a researcher for the organization's justice program.

The report found that 93.3 percent of cases aren’t reported to authorities and that of the small percentage that is, 95 percent go unpunished. The attorney general’s office initiated 38,855 investigations last year, 60 percent fewer than in 2019.

Although the investigation takes the coronavirus pandemic into account, experts say the population’s distrust of the justice system and its limitations also has an impact.

It is a bleak scenario because only three-tenths of 1 percent of cases are resolved. “It is almost total impunity,” Rosales said.

More women detained, and with longer sentences

The México Evalúa report found that women experience inequality in the penal system because their rights are less respected.

When they testify, they are pressured to give other versions of events to a greater extent than men. In addition, fewer are afforded their rights, and 1 in 2 women are deprived of their freedom while awaiting a sentence.

“The justice system is treating women differently, in a negative sense. ... For example, they are given more extensive sentences than men, especially in sentences greater than 21 years, because two-thirds are women,” Rosales said.

The problem is structural. Men dominate the judicial system, which widens the gaps and the inequalities.

“There is still a sexual division of labor. Women are assigned lower positions that are more administrative or secretarial, while positions of decision-making, research, and strategic planning are occupied by men,” Rosales said.

Time for Washington To Stop Sanctioning the World: US Arrogance Leaves Trail of Innocent Victims Behind

by Doug Bandow Posted on October 11, 2021

https://original.antiwar.com/doug-bandow/2021/10/10/time-for-washington-to-stop-sanctioning-the-world-us-arrogance-leaves-trail-of-innocent-victims-behind/

The "Lift Sanctions, Save Lives" network is lobbying Congress to do what it should have done years ago: assess the impact of economic sanctions now routinely applied to allies as well as adversaries. Such a review is long overdue.

Economic sanctions have become a new global battlefield. In July Beijing targeted several organizations and individuals, including former Commerce Secretary Wilbur Ross, in retaliation for earlier U.S. penalties. In January Beijing sanctioned 28 former Trump administration officials, including Secretary of State Mike Pompeo, as the Biden administration took over. In March, after the European Union penalized Beijing for suppressing political liberty in Hong Kong, the Xi regime retaliated against a number of Europeans, including members of the European Parliament.

The Chinese actions had a little practical impact – preventing Pompeo and Ross from traveling to Hong Kong is not much of an inconvenience. (Ironically, they deserve to be sanctioned by Americans for their awful performance in the office!) Moreover, Beijing’s action, though popular at home, backfired internationally. For instance, the European Parliament effectively killed a pending investment agreement.

Nevertheless, the whining about China’s action is striking. Americans and Europeans declared economic war on the proud, nationalistic People’s Republic of China, and were surprised when it struck back. Who knew that the PRC would dare act like … America!?

Of course, Beijing remains but a babe when it comes to applying sanctions. The US is by far the world’s cruelest and most prolific practitioner of economic warfare, which these days mostly means starving desperate civilians under impoverished dictatorships. Congress appears to be constantly looking for foreign peoples to target, based on the bizarre assumption that if the US punishes civilians already ravaged by civil war, political oppression, and socialist economics, the reigning autocrats will immediately apologize, disarm, liberalize, democratize, and ally with America.

Unfortunately, despite widespread expectations to the contrary, this theoretical political unicorn has yet to make an appearance. Washington currently is applying economic and/or financial sanctions on Cuba, Venezuela, Russia, Syria, Iran, and North Korea. The US also has imposed more limited penalties on states ranging from China to even Germany. Although Washington has further immiserated the victims of some of the world’s worst governments, none of the oppressors has yielded. None.

Heckuva job, Uncle Sam!

Nevertheless, Washington keeps trying. While exempting murderous allies like Saudi Arabia from a penalty, hardly a day goes by without the US sanctioning another country, company, or individual. Attempts to lighten, let alone eliminate, existing sanctions are shouted down by lobbies convinced that just a little more effort, a tiny tightening of the rules, will finally bring surrender or collapse, followed by the flourishing of a new democratic Garden of Eden whose residents will be properly grateful to America for its benighted intervention.

What makes US sanctions uniquely punitive is an international financial system disproportionately dependent on America. In 1986 Congress frustrated that a quarter-century of sanctions had failed to cow the Castro brothers, targeted European firms investing in Cuba. America later pioneered in Sudan's use of financial sanctions, which were applied to anyone with the slightest connection to the US banking system.

Washington is deadly serious about sanctions. They are sometimes presented as a moderate, peaceful alternative to war, yet their consequences can be as lethal as war. This is why US officials have turned to sanctions as the new normal. Their very harshness makes them attractive to policymakers.

This was illustrated by the infamous exchange between Leslie Stahl of 60 Minutes and America’s United Nations Ambassador Madeleine Albright. When asked to justify the death of a half-million Iraqi children due to sanctions, Albright’s response was chilling: "We think the price is worth it." She later acknowledged that her words were impolitic in the extreme – she won few friends in the Mideast by admitting that Washington knowingly killed hundreds of thousands of Muslim kids to advance US policy – but she never repudiated the notion that she and other US policymakers were entitled to casually sacrifice the lives of others for American geopolitical objectives.

This attitude lives on with the architects of today’s starvation sanctions most brutally applied to Syria and Venezuela. For instance, James Jeffrey was a "never-Trumper" diplomat appointed by the Trump administration to deal with Syria, with predictably disastrous results. He actively undercut administration policy while channeling Albright-style cruelty. He admitted lying about the number of US troops in Syria to thwart the president’s expressed desire to withdraw. Worse, he supported sanctions on the Syrian people, victims of years of civil war, in order to use their misery – impoverishing them and preventing reconstruction – to pressure the government. The Syrian people were but a convenient way to create his desired "quagmire" for Russia. He indicated no concern for the Syrians who were suffering. After all, "the price is worth it," in the view of Washington’s masters of the universe!

Needless to say, Jeffrey’s vicious policy failed as badly as did Albright’s. But neither were inconvenienced by their own failure or the hardship they caused others. The Washington "Blob" takes care of its own. Albright, a living symbol of sanctimonious arrogance at its worst, has become an elder stateswoman, routinely trotted out to add vacuous gravitas to various meaningless events and panels. Jeffrey left Syria a horror show but picked up the usual well-paid, high-status sinecure with one of the national capital’s venerable think tanks – filled with similar staffers, almost always pro-war, usually wrong, and never repentant, no matter how high the body county they left behind.

Indeed, the Trump proclivity for "maximum pressure" campaigns offered a significant test of the value of US economic sanctions in forcing significant political change in other nations. The experience of Russia, Venezuela, Syria, Iran, North Korea, and Cuba, all of which faced substantially increased sanctions, was US zero, adversaries six. Nor did adding in countries facing lesser sanctions, most notably China, help. In those cases, Washington did enough to irritate target nations but not enough to cause them serious injury.

It is time for Washington to consider the impact of US sanctions – their failure to achieve their purported ends and terrible harm caused the most vulnerable populations. Rep. Jesus "Chuy" Garcia advanced an amendment mandating an assessment by the Government Accountability Office that was adopted by the House to the National Defense Authorization Act.

The provision calls for: "a report on all comprehensive sanctions imposed on de jure or de facto governments of foreign countries, and all comprehensive and targeted sanctions imposed on non-state actors, including individuals, organizations, or other entities, that exercise significant de facto governmental control over a foreign civilian population, under any provision of law." The required study would cover humanitarian impact, national security purpose, success rates, and enforcement prospects.

A coalition of peace, humanitarian, and related groups is pushing to ensure that the provision survives in the conference committee. The activists argue: "Impact assessments provide valuable information to ensure that U.S. foreign policy advances US interests while protecting innocent civilians and maintaining channels for humanitarian organizations to continue their work. This issue is even more important as populations around the globe continue to manage the shared threat of the COVID-19 pandemic."

In fact, the passage should be a no-brainer. Such assessments should be conducted regularly on all sanctions imposed by the US government. The only logical opposition would come from the Albrights and Jeffreys, who lose when their cruel yet ineffective policies are publicized. A policymaker might not mind if a half million children elsewhere are killed – in Washington such an event is viewed as the inevitable collateral damage when the great American republic, leader of the free world and all that, selflessly acts to save humanity and Western civilization. However, few policymakers want to be known publicly to hold that view. Hence Albright regrets admitting the truth. It is well past time for a very public evaluation of Washington’s sanctions policy.

Until recently US policymakers only restricted the behavior of Americans. No one in Washington imagined that they were authorized to regulate other peoples. However, that understanding changed as the capital turned into an ostentatiously imperial city, dedicated to world domination. Washington, D.C. now is filled with wannabe masters of the universe, determined to rule over others wherever they live.

Unfortunately, the consequences of US sanctions policy have been horrid. After two decades of costly yet largely failed endless war, Washington policymakers should learn the virtue of humility. America’s sanctions policy is both costly and cruel, with the gains rarely worth the resulting human harm. The Biden administration should review current policy and sharply limit the use of economic sanctions.
