 Where Does NATO Enlargement End?

After the Berlin Wall fell in 1989 and the Warsaw Pact dissolved, the breakup of the USSR began. But the dissolution did not stop with the 14 Soviet "republics" declaring their independence of Moscow.

Decomposition had only just begun.

Transnistria broke away from Moldova. South Ossetia and Abkhazia seceded from Georgia. Chechnya broke free of Russia but was restored to Moscow’s control after two savage wars. Crimea and the Donbas were severed from Ukraine.

Besides these post-Cold War amputations, assisted by Russia, what do Ukraine, Moldova, and Georgia have in common?

All seek admission to NATO and with it Article 5 war guarantees that oblige the United States to wage war against Russia to restore their sovereignty and territorial integrity if attacked.

It is easy to understand why these nations would want the U.S. obligated to fight on their behalf. What is not understandable is why the US would issue such war guarantees. Why would we commit to risk war with a nuclear-armed Russia on behalf of nations no one has ever regarded as vital interests of the United States of America?

Consider how many nations have been admitted to NATO, and thus received US war guarantees, after 1991.

There are 14: Czechia, Slovakia, Romania, Bulgaria, Hungary, Poland, Slovenia, Lithuania, Latvia, Estonia, Albania, Croatia, Montenegro, and North Macedonia.

These 14 newest members of NATO represent an expansion of US war commitments riskier in ways than the original creation of NATO when we were obligated to defend 10 nations of Western Europe.

Today, we defend 29 nations, stretching far into Eastern Europe.

Still, further NATO expansion may be in the cards.

As mentioned, Georgia and Ukraine are looking to join NATO and have the US thereby obligated to fight Russia in their defense. Two other nations, Sweden and Finland, are talking of abandoning their traditional neutrality for NATO membership and US war guarantees.

Bosnia and Herzegovina is also a candidate member of NATO. Its capital is Sarajevo, where an assassin’s bullet fired in 1914 killed the Austrian archduke, an incident that led directly to the First World War.

Mikhail Gorbachev, at the end of the Cold War, reportedly told US Secretary of State James Baker that Russia would agree to the unification of East and West Germany if the US would guarantee that NATO would not be moved further east.

Baker is said to have told Gorbachev, "Not one inch."

Whatever the truth, can we not understand why a Russian nationalist like Vladimir Putin would feel his country was being corralled and imperiled if a NATO alliance created to contain Russia had lately added 14 members, most of which were former allies or republics of the USSR?

As The New York Times editorialized on Monday:

"Mr. Putin’s concerns cannot be entirely dismissed. Were Ukraine to join NATO, the alliance would then have a 1,200-mile land border with Russia, a situation no major power would abide, no matter how loudly the Atlantic alliance claims to be purely defensive."

Here is the precise language of Article 5.

"The Parties agree that an armed attack against one or more of them … shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them … will assist the Party or Parties so attacked by taking forthwith … such action as it deems necessary, including the use of armed force, to restore and maintain the security of the North Atlantic area."

Apparently, "the North Atlantic area" now extends to the eastern Baltic and the Balkans. If Ukraine and Georgia are admitted to NATO, the North Atlantic area would include the Caucasus, and five of six nations on the Black Sea. Only Russia would be outside NATO.

Friday, Secretary of State Antony Blinken said, "NATO never promised not to admit new members; it could not and would not."

But this is nonsense. There is no requirement that the US admit to NATO any or all nations that apply for admission.

For whatever reasons we choose, we can veto any applicant. And avoiding war with Russia might constitute one of those reasons.

With NATO’s continuous post-Cold War expansion into Central and Eastern Europe, America has to ask: If the risk of war with Russia grows with each new member on its borders admitted to NATO, why are we doing this? Is there no red line of Putin’s Russia we will not cross?

Do we believe Putin will indefinitely accept the encirclement and containment of his country by nations united in an alliance created to keep Russia surrounded?

Presidents Harry Truman, Dwight Eisenhower, John F. Kennedy, Lyndon B. Johnson, Richard Nixon, Gerald Ford, Jimmy Carter, and Ronald Reagan disagreed often but did agree on this: U.S.-NATO war guarantees stopped at the Elbe. Beyond the river in Germany, we battled the USSR with weapons of diplomacy, politics, and economics, not weapons of war.

How would we have reacted if, after losing the Cold War, we were treated to Russian warships on Lake Ontario and Moscow giving Canada war guarantees?

What a sensible Ukraine policy would look like

With tensions between the United States and Russia over tens of thousands of Russian troops now massed near Ukraine’s border, recent phone calls between President Biden and Russian President Vladimir Putin last week and the announcement of U.S.-Russia talks in Geneva this month were both wise and welcome.

But lessening tensions won’t be easy. Putin forced the talks with his military buildup and publicly demanded immediate guarantees: that Ukraine does not join NATO; that NATO not expand farther to the east; that the United States does not deploy missiles on Russian borders; and that NATO reduces its forces in Eastern and Central Europe. These “red lines” have been rejected out of hand by the Biden administration.

But instead of demanding de-escalation before progress in talks could be made, imagine if Biden had taken the first steps toward negotiations between the two countries. What would a sensible U.S. posture look like?

It would start with a serious review of U.S. security concerns — and how a “foreign policy for the middle class” would prioritize those concerns. Surely, the global pandemic — which has taken 824,000 American lives and counting — would be top of the list. Addressing that demands massive efforts both inside the United States and around the world to provide vaccines and build public health capacity to track, test, and treat.

The existential threat of catastrophic climate change — already costing lives and billions of dollars in extreme weather events — would come next. That would require not only a Green New Deal at home, but engaging other countries — particularly China and India — to accelerate the transition away from fossil fuels.

And then there are the many domestic concerns — rising “deaths of despair,” declining life expectancy, extreme inequality, racial tensions, a democracy under siege. Solving these problems means a respite from adventures abroad — avoiding a resumption of the forever war in Afghanistan and pulling back on drone assassination bombings.

In this context, Biden would take a hard look at Russia and Ukraine.

The United States has no significant national security interest in Ukraine. A civil war has been internationalized into a geopolitical struggle. Ukraine’s people are divided, with millions speaking Russian and looking to the East. The poverty rate is over 50 percent. We’re not about to spend the money and energy needed to bolster the country internally.

The esteemed diplomat George Kennan correctly predicted in 1998 that Russia would “react quite adversely” if NATO expanded to the East. “I think it is a tragic mistake,” he said. “This expansion would make the Founding Fathers of this country turn over in their graves. We have signed up to protect a whole series of countries, even though we have neither the resources nor the intention to do so in any serious way.” Since then, NATO has added 11 member countries that were once either Soviet republics or a part of the Warsaw Pact. NATO expansion has, unsurprisingly, driven Russia and China closer together, a strategic debacle that no U.S. president should encourage.

If he’d taken stock early, a sensible Biden might have decided to defuse tensions with Russia so we can focus on real security concerns. Extending the New START arms-control pact, as Biden did, would be only a first step.

Instead of ramping up military aid to Ukraine and allowing loose talk about Ukraine joining NATO, Biden could call for a joint guarantee of Ukraine’s independence and neutrality. The United States and NATO would agree not to station troops or offensive weapons in former Soviet republics; the Russians would guarantee not to threaten them with military force. Both would pledge not to interfere with those countries’ internal political affairs.

With NATO already encompassing many of the former republics, right up to the Russian border, full disengagement now is too difficult politically. But even at this late stage, a declaration of Ukrainian independence and nonalignment as part of an internationally negotiated settlement, perhaps protected by the U.N. Security Council or the Organization for Security and Cooperation in Europe, would de-escalate tensions and make a durable cease-fire possible.

Biden is already under fire from the hawks in both parties for even entering into negotiations. But despite all the bellicose blather, the real security interests of Americans are clear. Ukraine is not among them. Even if Ukraine were part of NATO, no U.S. president would go to war with Russia to defend it. Paradoxically, NATO now largely exists to manage the risks created by its existence. We have a compelling interest in cooling tensions with Russia, and in sustaining the independence of countries on its border. That may be an uncommon sense in today’s national security establishment, but it surely is wiser than the conventional wisdom that seems intent on gearing up for a violent conflict on Russia’s border.

La delegación diplomática de México asistirá este lunes a la ceremonia de investidura del presidente de Nicaragua, Daniel Ortega, reelegido en noviembre en unos comicios que no han sido reconocidos por una parte de la comunidad internacional, incluido Estados Unidos y Europa. El gobierno nicaragüense informó que Bielorrusia, Bolivia, Cuba,  Turquía, Venezuela, Vietnam, China, Corea del Norte, Irán, Rusia y Siria también enviarán una representación oficial a la toma de posesión de Ortega, que asumirá su quinto mandato de cinco años, cuarto consecutivo y segundo junto con su esposa Rosario Murillo como vicepresidenta. Emma Watson’s Advocacy of Palestinian Rights is Justified

On January 3, 2022, Emma Watson, a famous English actress, posted an image of a pro-Palestinian rally, with the words "Solidarity is a verb" written across it. It was accompanied by the following quote about the meaning of solidarity from the academic Sara Ahmed: "Solidarity does not assume that our struggles are the same struggles, or that our pain is the same pain, or that our hope is for the same future. Solidarity involves commitment, and work, as well as the recognition that even if we do not have the same feelings, or the same lives, or the same bodies, we do live on common ground."

Zionists have responded hysterically to Watson’s post. Danny Danon, who formerly held the posts of science minister in Benjamin Netanyahu’s government and Israeli ambassador to the United Nations (UN), accused her of anti-Semitism on Twitter. Israel’s current ambassador to the UN, Gilad Erdan, was also critical. As the Zionist administrative elite spewed venom against Watson, the Israeli government app Act.IL encouraged users to troll her. This systematic disinformation campaign is not new; it is driven by Israel’s opposition to the Palestinian struggle for decolonization which is exposing the state’s foundational brutality.

In 2021, the Global Firepower Index ranked Israel’s military strength at 20th worldwide. According to the Stockholm International Peace Research Institute, Israel is ranked 10th on the list of the world’s largest arms exporters in 2015–19. Three of the top 100 arms producers in 2018 were based in Israel. These figures are extremely high for a country with a population of eight million people in an area of just 20,000 square kilometers. That is why the Global Militarization Index lists Israel as "the most militarized nation in the world." The structural entrenchment of violence took place in the 1980s and 1990s when Israel shifted from agriculture and industry to war and high-tech technologies.

Digitalization and advancements in computer and information technology turned Tel Aviv and Haifa into Middle Eastern extensions of Silicon Valley. Israel’s militarized accumulation accelerated with the attacks of September 11, 2001, which allowed the settler-colonial entity to develop a "homeland security industry." In "The Global Police State", William I. Robinson writes:

"Israel has been exporting arms around the world almost since its inception in 1948…The Israeli economy feeds off local, regional and global violence, conflict, and inequalities. But in the wake of 9/11, it carved out a unique niche as a provider worldwide of weapons sub-systems, technologies, and training for the global homeland security industry that have "dual-use" applicability to both military and civilian markets, doing arms and security business with some 130 countries. The 400 public and private military firms, many of them publicly traded, sold some $30 billion worldwide in arms from 2000 to 2007…The country has 200 cybersecurity companies and is now the number two worldwide exporter of cyber products and services."

The distinctiveness of Israel’s arms industry lies in the use of the Occupied Palestinian Territory (OPT) as a laboratory for testing intelligence systems and structures of repression. Palestinian guinea pigs in West Bank and Gaza labs have become the perfect tool to sell sophisticated weapons dedicated to the logic of permanent war. In "War Against the People: Israel, the Palestinians, and Global Pacification", Jeff Halper notes that the occupation "provides a testing ground for the development of weapons, security systems, models of population control and tactics without which Israel would be unable to compete in the international arms and security markets… Labels such as "Combat Proven," "Tested in Gaza" and "Approved by the IDF" on Israeli or foreign products greatly improves their marketability."

The modern-day grotesqueries of arms sales that plague Israel reflect the great extent to which Zionism has selectively manipulated bits of Biblical narratives in an entirely instrumental way for exploitative purposes. Historically, the term Eretz Yisrael ("Land of Israel") was a purely religious term, regarded by generations of Jews as an ecclesiastical territory, but never as a future state. Jews were ordered to await the coming of the Messiah and the "end of time" before returning to the land. Moreover, Palestine was never accorded centrality as a major site of Judaism. All this meant that the Holy Land remained embedded in the religious imagination of Judaism, never becoming a political, social, economic, demographic, and cultural reality.

Thus, in "The Bible and Zionism", Nur-eldeen Masalha remarks: "Political Zionism emerged from the conditions of late-nineteenth-century Eastern and Central Europe as a radical break from 2, 000 years of rabbinical Judaism and Jewish tradition. The founding fathers of Zionism were almost all atheists or religiously indifferent. Although in the interests of gaining international support, political Zionism appealed to the biblical narrative to legitimize the Zionist enterprise, it was basically a secular, settler colonialist movement, with non-religious and frequently anti-religious dispositions."

Considering the large gulf between Judaism and Zionism, the smearing of Watson as an "anti-Semite" is completely baseless. Whereas the former is a religious tradition, the latter is a dehumanizing endeavor fundamentally imbricated in the dark mechanisms of global capitalism. Those who use the narrative of anti-Semitism as whiplash to silence Palestinian anti-colonialism are mere representatives of a ruling class hell-bent on satisfying its rapacity through the brutalization of other peoples. Instead of being frightened by such deceitful talk, we need to build counter-hegemonic movements that openly denounce Israel’s genocidal policies and work to advance Palestinian liberation.

Excolaborador de Cuauhtémoc Blanco: "su hermano tomó el control del estado; es un gobierno de perversos"

El pasado 4 de enero, medios locales difundieron una fotografía del exfutbolista y gobernador de Morelos, Cuauhtémoc Blanco, con presuntos integrantes de algunos de los cárteles de la droga más peligrosos y sanguinarios del país, la cual supuestamente fue tomada hace tres años, cuando recién había asumido el cargo de elección popular.

En la instantánea es posible apreciar al mandatario estatal junto a Irving Eduardo Solano Vera, alias “El Profe”, presunto integrante del Cártel Guerreros Unidos y Cártel Jalisco Nueva Generación; Homero Figueroa Meza, alias “La Tripa”, supuesto integrante del Comando Tlahuica; y Raymundo Isidro Castro, alias “El Ray”, presumiblemente miembro del Cártel Jalisco Nueva Generación.

Uno de los hombres que aparece en la imagen está bajo arresto y el otro fue asesinado en prisión. Se cree que el sujeto apodado “La Tripa”, supuesto líder del Comando Tlahuica, estuvo involucrado en 2019 en el asesinato de un activista comunitario de nombre Samir Flores, quien se proclamó públicamente como detractor de la construcción y operación de una termoeléctrica en Morelos.

El asesinato de Flores se suscitó tres días después de que el presidente de México, Andrés Manuel López Obrador, emprendiera una consulta sobre la central energética cuya construcción inició en 2012, y la cual fue duramente criticada por la oposición debido al presunto daño ambiental que esta podría ocasionar.

De acuerdo con el diario El Sol de México, la fotografía de Cuauhtémoc Blanco con presuntos narcotraficantes fue hallada en el teléfono de un sospechoso de delitos relacionados con la delincuencia organizada en el estado.

Cuando la prensa mexicana le cuestionó al hoy gobernador de Morelos acerca de la polémica fotografía, él respondió de forma tajante: “No tengo nada que esconder. Me tomo muchísimas fotos y no les voy a preguntar: ‘Oye, ¿tú quién eres y a qué te dedicas?’. Yo me voy a seguir tomando fotos, y a lo mejor saldrán más”, concluyó.

En el año 2015, se dio a conocer otra fotografía del entonces futbolista con Yasira Torres, hija del criminal mexicano conocido como José Manuel Torres Féllix, alias “El Ondeado”, quien fungió como uno de los lugartenientes más destacados de Joaquín “El Chapo” Guzmán e Ismael “El Mayo” Zambada, antes de ser abatido en 2012 por el Ejército Mexicano, en el poblado de Oso Viejo, en el estado de Sinaloa. La imagen fue incluida en el libro “Narcojuniors. Los herederos del poder criminal”, editado por Penguin Random House Grupo Editorial.

En la misma fotografía, presumiblemente aparece Diana Ojeda, una mujer que ha sido vinculada con los hijos e hijas de “El Mayo” Zambada y “El Chapo” Guzmán.

Cabe mencionar que Cuauhtémoc Blanco llegó a la gubernatura de Morelos gracias al voto popular de la población en las elecciones de junio de 2018. Al asumir el cargo, el exfutbolista juró defender el estado como en su momento defendió la camiseta de la Selección Mexicana de Futbol.

El deportista consagrado causó mucha expectativa entre la ciudadanía por su simpatía y la imagen que proyectaba al no ser un político convencional. “Nunca debimos acostumbrarnos a la violencia ni mucho menos a la corrupción”, dijo durante su toma de protesta. Pero a la mitad de su gestión, varios de sus excolaboradores se han pronunciado al respecto y han dejado entrever que Cuauhtémoc y parte de su equipo de trabajo cargan con un largo historial de corrupción, nepotismo y, muy probablemente, delincuencia organizada.

En el año 2020, no solo el actual gobernador fue señalado de casos de nepotismo y corrupción; su hermano Ulises Bravo Molina también fue acusado de influir y tomar decisiones en el Gobierno de Morelos, a la par que daba órdenes al Poder Legislativo del Estado para promover su agenda política, según versiones. En noviembre de ese año, Bravo Molina aseguró que “el gobernador, mi hermano, es el que toma las decisiones. Yo jamás he ejercido una atribución o cargo público en el gobierno”.

Cabe mencionar que, en septiembre de 2019 la diputada Tania Valentina Rodríguez Ruiz denunció que Ulises Bravo, a quien llamó “el hermano incómodo”, ha participado en “la toma de decisiones del Poder Legislativo, el Poder Judicial y el Gobierno del Estado”. Días después de sus declaraciones, la fachada de una de las propiedades de su esposo fue baleada por unos sujetos desconocidos; y a ella le realizaron una llamada telefónica para intimidarla, los hombres del otro lado de la bocina se presentaron como “gente de Ulises Bravo”.

“Es un gobierno de perversos”

Luego de que se diera a conocer la fotografía del gobernador de Morelos con presuntos narcotraficantes, el exdirector de Análisis Estratégico y exasesor de Anticorrupción de Morelos, Gerardo Becerra Chávez Hita, habló con Independent en Español y compartió detalles de dicha administración, incluidos los casos de violencia, corrupción y nepotismo.

Para Gerardo Becerra, los problemas de inseguridad que hoy padece el estado de Morelos no son nuevos, pues aseguró que desde que Cuauhtémoc Blanco era alcalde de la ciudad capital de Cuernavaca, la violencia se exacerbó debido al aumento de los asesinatos de gente muy reconocida.

Para el exasesor Anticorrupción no es casualidad que se hayan suscitado varios motines en el Penal de Atlacholoaya, en la región de Xochitepec, "siendo que nunca en la historia de la entidad se habían registrado. En uno de ellos, en octubre de 2019, se asesinó arteramente y con una saña terrible a uno de los personajes con los que aparece el gobernador en la fotografía, me refiero a Raymundo Isidro Castro, alias ‘El Ray’".

Becerra aseguró que, a tres años de iniciada la administración de Blanco, "esta ha sido pésima. El gobernador generó mucha expectativa entre la sociedad e iba bien en 2018 pero, luego de la aparición del hermano del gobernador, Ulises Bravo Molina, en marzo de 2019, el que tomó realmente el control del estado fue este hombre, señalado en los desfalcos que tuvo en su momento la delegación Coyoacán, en la Ciudad de México, de la cual su exdelegado Mauricio Toledo, será extraditado de Chile a México para que rinda cuentas con la ley”.

El exasesor anticorrupción aseguró que el gobierno de Blanco “es de ocurrencias y está manejado por un grupo de perversos que no le han hecho ningún bien al estado de Morelos”.

Luego de la aparición de la fotografía y tras haber negado cualquier vínculo con el crimen organizado, este 5 de enero apareció una presunta “narcomanta” en la entidad, la cual destacó un rompimiento de “acuerdos” entre el gobernador Cuauhtémoc Blanco y los involucrados en la instantánea. Asimismo, las personas desconocidas que escribieron el mensaje exigieron respeto a su figura criminal y aseguraron que revelarán datos del activista Samir Flores, cuyo asesinato pudo haber sido a manos de miembros del Comando Tlahuica.

A este respecto, Gerardo Becerra refirió que la aparición de la “narcomanta” obedece a una grave expansión criminal en la entidad. “La zona oriente, donde trabajaban los hombres de la fotografía, se vio envuelta en un asunto muy grave de violencia y de sangre, cuando también se cometieron los asesinatos de varios médicos, sus hijos y sus esposas, en el restaurante Los Estanques, en la comunidad de Cuautla, y donde se dice estaba ‘El Ray’” como principal sospechoso y ejecutor.

El asesinato de este supuesto narco –aseguró Becerra– pudo haber sido planeado porque estaba generando “mucho ruido” en la administración estatal.

El exasesor anticorrupción tiene la esperanza de que la situación política, económica y social del estado mejore; sin embargo, también está consciente que no será fácil porque, de acuerdo a sus declaraciones, el gobernador ha dejado el rumbo de Morelos “en manos de dos personajes muy nefastos: su hermano Ulises Bravo Molina y, en su momento, Hugo Éric Flores Cervantes, fundador de los partidos Encuentro Social y Encuentro Solidario”.

Como asesor anticorrupción durante 1 año y 8 meses, Gerardo Becerra aseguró que nunca se pudo reunir con Cuauhtémoc Blanco ni tampoco recibió los recursos suficientes en su área para establecer el Sistema Estatal Anticorrupción.

Cuando se le preguntó a Becerra si tuvo conocimiento de algún mal manejo o indicios del involucramiento de las mafias en la administración de Blanco, aseguró: "claro que lo supe. Renuncié y mi renuncia decía que dejaba el cargo por motivos personales y de congruencia. No era posible que yo estuviera como asesor anticorrupción del Gobierno de Morelos cuando llegaban a mis manos toda la serie de corruptelas que siguen presentes en su administración”.

Y mencionó las áreas que adolecen de la falta de transparencia: “Se trata del DIF (Sistema Nacional para el Desarrollo Integral de las Familias), donde su esposa es la presidenta; los helicópteros de la Comisión Estatal de Seguridad Pública; el asunto de las compras de despensas para los programas sociales y la Comisión Estatal del Agua. Hay una enorme corrupción en el gobierno de Cuauhtémoc”.

Becerra reveló que, según una muy buena fuente, el presidente de México, Andrés Manuel López Obrador, “tiene cierta simpatía hacia el gobernador de Morelos, aunque también sabe las limitaciones que tiene el personaje”. E instó a Cuauhtémoc Blanco a que “pida licencia, que se separe del cargo para que las fiscalías federales y locales lo investiguen y, si es exonerado, que vuelva a gobernar. De lo contrario, tiene una deuda muy grande con Morelos”.

México ha pagado $8.3 billones en 30 años por intereses de su deuda

Con una deuda pública que por primera ocasión rebasó 13 billones de pesos en noviembre, el gobierno federal pagó medio billón en intereses tan sólo en 2021, concepto que por poco más de tres décadas ha significado un gasto acumulado de 8 billones 380 mil 325 millones y cuya única utilidad es cubrir los recargos del financiamiento.

La Secretaría de Hacienda y Crédito Público reportó que en noviembre del año pasado el Saldo Histórico de los Requerimiento Financieros del Sector Público (SHRFSP) –la medida más amplia de la deuda– alcanzó 13 billones 48 mil 395 millones de pesos, monto sin precedente, y que refleja un crecimiento de 3.7 por ciento real respecto del mismo mes de 2020.

Los datos oficiales exhiben que en general la deuda pública ha crecido 2 billones 567 mil 819 millones de pesos desde que se inició la actual administración, prácticamente 2 mil 342 millones de pesos por día. Esto, en el marco de la crisis financiera por Covid-19, que elevó las obligaciones en moneda extranjera en el primer semestre del año pasado, aunque el incremento también responde a deuda nueva.

Tan sólo el lunes pasado Hacienda informó de la emisión de un par de bonos en los mercados internacionales. La operación por 5 mil 800 millones de dólares se compuso por un refinanciamiento de 2 mil 300 millones (40 por ciento de la emisión) y la colocación de deuda nueva por 3 mil 500 millones de dólares (el restante 60 por ciento).

Con dichas operaciones el gobierno federal logró un avance de 57.3 por ciento en su programa de financiamiento externo programado para 2022; y el intercambio de 2 mil 300 millones de dólares por bonos de mayor plazo redujo en 70 por ciento la presión financiera para 2023.

Si bien el gobierno federal, en palabras del presidente Andrés Manuel López Obrador, ha reiterado que no se ha adquirido más deuda, el crecimiento nominal de 24.5 por ciento que ha tenido en los últimos tres años el SHRFSP refleja el encarecimiento de las obligaciones debido a la crisis y el endeudamiento anual que cada año es aprobado por el Congreso y que al final implica nuevas obligaciones.

En este contexto, Hacienda ha logrado reducir los pagos por intereses y administración que se hacen por el crédito a corto plazo. A noviembre, el costo financiero de la deuda del sector público tuvo una disminución real anual de 10.7 por ciento, como resultado de la estrategia activa de refinanciamiento, informó la dependencia en el reporte de finanzas públicas.

Hasta noviembre se habían entregado 525 mil 206 millones de pesos como costo financiero de la deuda, la cifra es 10.7 por ciento menor a lo reportado en el mismo periodo de 2020, debido a que el monto de intereses del IPAB –antes conocido como Fobaproa– se redujo 75.4 por ciento y los intereses lo hicieron en 7.7 por ciento, aunque el financiamiento de las empresas del Estado se encareció en 1.2 por ciento.

Como resultado, 2021 se perfila a ser el primero de tres años en que pagar intereses y administración por el crédito se ubicará por debajo de la inversión productiva, que hasta el saldo de noviembre fue 11.5 por ciento mayor que el costo financiero de la deuda.

Today I am driving all day, but since there is a very serious color revolution that seems to be taking place in Kazakhstan,  I am therefore creating an open thread.  Please feel free to share any decent information and commentaries below.  According to Russian sources, the usual US-controlled disinformation resources (including Ukie ones!) are out in full force to support the insurrection.  The levels of violence are very high, even ambulances are attacked, cops are beaten up, disarmed, undressed, and humiliated, weapons stores have been emptied.  The Internet has been disconnected, as has power in many parts of Almaty and Nursultan.  This is a repeat of what the US tried in Belarus and in Kyrgyzstan, and the next couple of days will be crucial.  Many government buildings have been seized and burned, some have been re-taken by the authorities.  Law and order have broken down and groups of thugs are controlling the streets in many locations.  There are reports of organized armed groups engaging in firefights with police, security, and military forces.  One source reports that Kazakh Airborne Forces are also engaged.  There are also reports of Takfiri elements using these riots (officially triggered by an increase in the cost of gasoline).

Official sources report 8 dead and 317 wounded among the police forces.  The authorities lost control over several cities (including Alma-Ata) and 3 airports (part of which were torched). Astana and Pavlodar remain under the control of authorities.

President Tokaev has mentioned that he might request the assistance of the Collective Security Treaty Organization.  So far the offices of the CSTO say that they have received no such official request.

Martial law has been decreed for the entire country.

These events are a direct threat to both Russia and China.  Turkey seems to be pushing its pan-Turkic agenda.  The CIA supported Uighur Takfiris also seemed to be involved.  This is all taken straight out of the CIA playbook: Twitter, Telegram channels (including NEXTA), Soros-funded organizations, etc. are all deeply involved (including Ukie PSYOPs units).

It is absolutely crucial for the Kazakh authorities to restore law and order ASAP.  Will they have the needed resolve and resources? I don’t know.  Opinions?
